📦 build(Cargo): update dependencies and add new packages

- add addr2line, backtrace, base64, encoding_rs, foreign-types, and other new packages
- update foreign-types version to 0.5.0
- ensure compatibility and functionality with latest versions of dependencies
- improve overall project structure by organizing package versions and checksums
