update build instructions for Spack 1.2 and SCOREC systems - #405

Replace the developer Spack environment with one that fetches the scorec and pinned spack-packages repositories and uses the SCOREC build cache. Point SCOREC users to laces-lab/software-dependencies instead of the outdated module instructions. Remove the Dockerfile and the SCOREC Spack environment, which ghcr.io/scorec/pcms and the new environment replace.
