Continuing #367 here.
This PR introduces the transient module for coupled transient simulations in PCMS.

As a first step, this PR adds an independent timestepper:

  • Timestepper: base interface for timestep control.
  • FixedTimestepper: fixed-step implementation

Usage

pcms::transient::FixedTimestepper timestepper(0.1);

// The timestepper can be updated after a completed step:
const auto [accepted, next_step] = timestepper.Update(dt, error);
  • For FixedTimestepper, the completed timestep and error estimate do not affect the timestep selection. The step is always accepted, and next_step remains equal to the configured fixed timestep.
