[Fix] Align Telegram routing confirmation delay

Summary

• use the shared routing auto-confirm delay for Telegram confirmation cards
• align Telegram routed suggestions with the 30-second Slack and Discord correction window
• keep immediate high-confidence launches and untimed fallback pickers unchanged

Validation

• Telegram handler tests (47 passed)
• API typecheck
• changed-file ESLint, oxfmt, and oxlint
• pre-push checks (oxlint, residual lint, fast typecheck, knip)
