Translate all Russian text to English; add full LGPLv3 text to LICENSE

Repository contained Russian-language content across source and documentation files, and LICENSE held only a short stub pointing to the LGPLv3 rather than the full license text.

Changes

• README.md — Translated all Russian prose, section headings, and inline comments to English
• site/README.md — Translated all Russian section headings and descriptions to English
• site/src/pages/index.tsx — Translated Russian string in Home page JSX
• src/ssr/app.tsx — Translated Russian string in HomePage component
• LICENSE — Replaced stub with the complete GNU LGPLv3 text; retained the existing Copyright (c) 2026 Rigby Foundation notice
