🤨 Motivation

알림 상태가 false인 상대에게 알림 보내지 않도록 수정 #206

🔑 Key Changes

false인 상태에서는 FCM이 전송되지 않도록 합니다.

🙏 To Reviewers

프론트에서 직접 알림을 무시할 수 없어서, 이를 서버에서 제어하도록 합니다.
