Contribution description
Hello 🦈
this adds the UART driver to the GBA.
Testing procedure
Can' t test on hardware as I am missing a cable and can't test on emulator because no emulator supports UART. Or do they? Turns out, someone (me) wrote a lot of code and now there's a secret fork (my fork) of mGBA that does offer UART! Still in the progress of finalizing that and then will have to upstream it but progress is being made, stay tuned!
So for now: Proper review & build test. Can't introduce regressions :p
