Goal is two parts:

  1. Fix Naval advisors, namely missing choices, admirals being stuck in bad high command positions (cough Yamamoto stuck as theorist cough)
  2. Remove sortie efficiency and overstacking planes on carriers since it is an obscure, yet powerful, mechanic that can be turned into more obvious power sources. Anyone not overstacking carriers is essentially playing with half a doctrine when using base strike (excess sortie efficiency will only matter when losing and the carriers are taking damage, the -20% carrier overcrowding on Massed Strikes is literally wasted).

Draft for now has the following changes, fixing point 2. Point 1 will come later. They're combined since now the Carrier (sortie efficiency) high command will be important as without him it is impossible to reach 100% sortie efficiency.

  • JAP
    • First Air Fleet now gives 10% carrier attack, targeting, and agility instead of 20% sortie efficiency
    • Carrier Tactics now gives 5% carrier attack and targeting
    • Tora Tora Tora removed 50% sortie efficiency and -50% overcrowding, increased naval strike attack, targeting, and agility from 12% to 20%
    • Removed 5% submarine attack from Improved Torpedos
    • Strike South now grants Tora Tora Tora directly (showing the idea on the focus) instead of using a single tick on an outdated mission
  • USA
    • Naval Aviation Tactics carrier attack, targeting, and agility raised from 2% to 2.5%, removed 5% sortie efficiency
    • Carrier Power Projection carrier attack, targeting, and agility raised from 4% to 5%, removed 7% sortie efficiency
  • (Base Strike) Removed 20% sortie efficiency and -20% carrier overcrowding from Massed Strikes, added +1 carrier size
  • (Fleet in Being and Trade Interdiction) Reduced sortie efficiency from 20% to 10% on Floating Airfield
  • Carrier experience bonus changed from -10% to 20% fighter sortie efficiency to -5% to 10% carrier attack and targeting
  • Removed 10% sortie efficiency from Air Controller
  • Changed Flight Deck Manager from 10% sortie efficiency to 10% carrier attack
  • Changed Fighter Director from 20% fighter sortie efficiency to 10% attack and efficiency on CV fighters
  • Changed Dive Bomber and Torpedo Bomber 10% attack to 10% naval targeting
  • Carrier damage modifier reduced from 8x to 6x

Seems a bit too much all at once, espicially with the module and ship rebalance we did recently and the naval spirits being updated, would prefer taking our time with this.

It was requested by a few to remove the potential sortie efficiency "abuse" that could happen, certainly could get some more games in to see the "new" balance, but I don't think these are bad additions.

The changes here now benefit Japan players who don't ever use carrier stacking, which upon reviewing saves, nearly no one was doing, so a portion of Tora buffs were actually "useless."

Ruling, is this something that we should still do? - should we "remake (this PR)" the changes here with the update changes?
