This LGTM for release, that's a good catch on the missing graphml docs. I'm fine with releasing whenever you're ready.

I am going to tag the 0.17 release once this merges. We should have binaries in PyPI in about an hour. |

This commit prepares the 0.17.0 release. It moves the release notes for the release into a separate directory and adds a prelude to the release notes. This should be the last commit to merge for the 0.17.0 release and after it merges that commit will be what is should be tagged as the 0.17.0 release.
Right now, I am only waiting for #1447 to be merged. I think other PRs like #1451 can wait for a 0.17.1 minor release.
