Cycle Atlanta Android multi-region architecture implementation

This PR implements a multi-region architecture to Cycle Atlanta Android app.

Application Flow:

1. In the initial start:
   1. If there is no location available for the app, it shows the possible regions and let the users to chose a region.
   2. If there is a location available for the app, it automatically finds the region.
2. After the app finds a region, it caches the region. In non-initial app starts, the app will load the previously selected region.
