3.1.3 - Last set of enhancements and bugfixes for 3.x release

This tag marks a production ready presentation of the 3.x version of PressForward. Bugfixes and enhancements may continue along this version, but this should be, assuming successful tests, our upcoming stable release.

Notable additions include a much more functional alert box and enhancements to the search results pages.

Includes release changes for the WordPress Plugin Directory.
