For readability it would be good to combine these statements into one
ALTER TABLE "user"
ADD COLUMN locatable BOOLEAN NOT NULL DEFAULT true,
ADD COLUMN photo_upload_id TEXT REFERENCES uploads(id) ON DELETE SET NULL;
