Bumps the `terraform/` submodule pointer from `47dcd99` (pre-fix) to the newly published `v0.2.0-beta.3` (`40716e8`).

What this picks up

• fix: in-place env updates on phala_app no longer silently noop (terraform-provider-phala#8) — the schema-level `Sensitive: true` flag on the `env` map attribute interacted with element-level marks from `sensitive = true` Terraform variables and caused Terraform Core to silently suppress the in-place diff. Changing an env value used to report "No changes." and never call the API. Fixes phala_app: in-place env updates aren't applied — provider reports 'No changes' despite changed values #246.

Test plan

• Provider release `v0.2.0-beta.3` tag published.
• After merge, sanity-check that submodule init still works for fresh clones.
