[CI] Add unittest

Motivation

Enhance code reliability by adding unit tests for critical modules, ensuring consistent behavior and catching regressions early.

Modifications

• add test_eplb
• add test_rdma in test_cache_transfer_manager.py, and change the cn comment to en.
