[Feature] support bos download retry

Motivation

1. 异步下载性能符合预期，默认打开异步下载功能
2. 增加bos 并发超限 时重试功能，避免长时间占用线程，仅重试1次

Modifications

1. 删除 --enable-async-download-features 参数
2. download_from_bos 方法增加 并发超限 时重试功能

Usage or Command

无需额外配置，默认开启（默认重试1次）
