Add budgets service

• Added budgets service to support waybill: https://github.com/OpsHelmInc/waybill/pull/1234
• Needed to use a branch of ohaws, but will switch to main once https://github.com/OpsHelmInc/ohaws/pull/730 is merged in. This is to ensure that the service uses the same type as ohaws
• Switching ohaws branch meant updating dependencies in line with those in ohaws so between that and running make gen there are a lot of changes in here, but they're nearly all automated.
