This further resolves OpenDreamProject/od-compiler-bot#11
It also acts as a stop-gap for OpenDreamProject/od-compiler-bot#5 as it will force bot owners to update the compiler when important changes are made.
Adds the new command
odcompiledebugwhich'll deploy the code using a debug build of OpenDream. By default, all code will be built using the release build configuration.
