Allocate it as the last proc ID. I tried proc ID 0, but that created an error I couldn't debug. This is safer.
- Optionally output cobertura coverage XML with a CVar. - Output coverage in tests.

opendream.code_coverage_filewhich specifies the output file location. CWD is assumed to contain the sources.Content.Tests generate coverage files. This can potentially be uploaded to codecov.io. I couldn't get that working though.
Fixes issues with
<global init>proc ID and a race condition in DM tests.I want this for generating code coverage for the TGS DMAPI.
