feat(gfn): Identify as Steam Deck for Deck modes and 90 FPS

Summary

• Add Settings → Stream Identify as Steam Deck to send official Deck identity (STEAMOS / CONSOLE / STEAMDECK / VALVE, clientPlatformName=SteamOS) on LCARS/CloudMatch/GraphQL/session paths
• Unlock Deck-specific resolutions and MES-exact 90 FPS without changing the OAuth client ID
• Refresh entitled video options when the toggle changes, with a non-stuck loading state and separate desktop/Deck entitlement caches

Test plan

• Enable Identify as Steam Deck → resolution/FPS list refreshes and includes Deck modes / 90 FPS when MES returns them
• Disable the toggle → list refreshes back to desktop modes and the resolution spinner clears
• Start a new session with the toggle on and confirm stream uses the selected Deck profile
• Confirm normal login still works (OAuth client unchanged)
