Adds GitHub workflow to push tulip docker images to GitHub Packages (example https://github.com/orgs/CyberHeroRS/packages?repo_name=tulip)
On each master push it will update latest tag.
On release publish it would create versioned images.
For example release https://github.com/CyberHeroRS/tulip/releases/tag/v0.1.0 added https://ghcr.io/cyberherors/tulip-flagids:0.1.0
Updated docker-compose.yml to pull images instead of building localy and moved original docker-compose.yml to docker-compose-local.yml
Exposed services json to env variable to avoid requirement to rebuild
