[swift] fix: URLSession template correctly percent-encodes http body for application/x-www-form-urlencoded

For the URLSession templates, application/x-www-form-urlencoded request bodies are currently not percent-encoded. This is different in Alamofire template where those request bodies are percent-encoded.

This fixes #20357.
