Revert "ANDROID: Add utf8_data_table for case-folding support"

Revert submission 2540910-utf8-case-folding Reason for revert: This causes issues on android14-5.15 which doesn't have the utf8_data_table symbol. Let's just revert this topic and leave it up to vendors to add utf8_data_table to their symbol lists.
