A valid 60-host declaration made the permission panel 1,485 points tall on a screen with 1,410 points of usable height, placing both Allow and Deny below the screen. Bound the content height to 600 points or the screen's usable height after title-bar space. Overflowing details scroll while the remembered-choice caption and decision buttons remain fixed; short prompts keep their natural height.

The native layout tests explicitly enable SwiftUI's public accessibilityEnabled environment in their hosting root. SwiftUI otherwise omits the queried nodes when the host has no assistive technology enabled, which caused the CI-only button-lookup failures. The fixture rehosts the same production root view and asserts that the production panel's frame stays unchanged.
Evidence
Before / after: The original native 60-host panel was 1,485 points tall with buttons at y = -55. The bounded panel is 632 points tall with both buttons at y = 603, unchanged after scrolling to the end. The 2-host panel remains 325 points tall. Actual Allow/Deny mouse clicks persisted every host and immediately updated effective permissions.
CI reproduction: Explicitly disabling the accessibility environment reproduces all four failing layout cases and eight empty-button-set assertions locally. Enabling it makes all five layout and eight decision-flow tests pass. No tests or button-visibility assertions are skipped.
Regression strength: Moving both buttons inside the actual production scroll view still fails the repaired test with five assertions, detecting off-screen controls and movement from y = -210 to y = 643. The temporary mutation was removed before final verification.
make format and the full make verify pass, including formatting, lint, localization metadata and the arm64 build.
Full CI: Tooling, Verify, Tests and CodeRabbit pass. The complete serial suite executes 7,334 tests, with 61 skipped and zero failures.
Merge Danger
Door: Two-way. Reverting restores the previous prompt layout.
Blast Radius: Prompts. Network and program prompts share the bounded layout. The latest CI repair changes only the test fixture's accessibility environment.

Bug Fixes
Permission prompts now fit within the available screen height, up to a maximum of 600 points.
Long prompt details can scroll while the caption and response buttons remain visible.
Tests
Added coverage for prompt sizing, scrolling, and fixed response-button placement across varied prompt content.

Walkthrough
Permission prompts now use a screen-based maximum height, capped at 600 points. When the information content does not fit, the prompt scrolls it while keeping the caption and response buttons outside the scroll area.
The panel passes a maximum height to the prompt view. The view scrolls information content when it does not fit and keeps the caption and Allow/Deny buttons outside the scroll area. Tests cover prompt sizes, height limits, scrolling, and decision-button placement.
The change bounds permission prompts while keeping decision buttons outside scrolling details. No concrete merge-blocking risk is established by the supplied evidence.

Assert that both decision buttons stay visible and fixed while the details scroll.
assertScrollableDetails checks the scroll view's frame and a 24-point gap below it. It never locates Allow or Deny. A change that clips, displaces, or scrolls the buttons with the details can still pass this test. The PR states that both buttons remain at the same position after scrolling. This test does not guard that behavior.
Add a check that records each button's frame before scrolling and compares it after scrolling. Locate the buttons with a method that works in this hosted SwiftUI panel, such as an accessibility identifier. Do not assume that the buttons are NSButton subviews of the scroll view's container. The inspected evidence does not establish that.
