[Docs] Add developer workflow integration guidance

Summary

Add official workflow integration guidance for teams that want to make CVE Lite CLI part of everyday developer and CI usage.

Closes #75.

What Changed

• added recommended workflow patterns to the README for package scripts, opt-in postinstall usage, git hooks, CI, and scheduled advisory DB refreshes
• documented why explicit integration patterns are preferred over hidden default install-time behavior
• updated the network and privacy doc to describe the current offline workflow, custom OSV endpoint support, advisory DB freshness warnings, and the sync/distribute/scan operational model
