Headline changes are SPDX 2.3 SBOM output via
--sbom, and four fixes toversion comparison and fix resolution that were each clearing pre-release
installs they should have flagged.
The changelog leads with an upgrade note about those four, because together
they push offline finding counts up for anyone running canary or rc versions
with a
--ratchetbaseline. That will look like a regression on first scanand is not one.
