The docs are layered so readers stop at the first level that answers their question.

Level File For
1 README.md What this is, how to install, what to do next, where to go deeper
2 cli/README.md · context/README.md Commands, flags, troubleshooting · your team's onboarding pages
2 CONTRIBUTING.md Task guides: add your team, edit a skill, work on the CLI, cut a release
3 cli/behavior.md · cli/docs/adr/ · cli/CONTEXT.md Spec, decisions, vocabulary

Deleted (all still in git history): docs/superpowers/ (completed spec and plans), cli-launch-plan.md (shipped), project-status.html and staleness-dashboard.html (one-off snapshots), software-27-app-software-draft.md (Confluence plan, now done in Confluence), and app-software-onboarding.md (replaced by the Confluence App Software Onboarding page).

Split: onboarding-staleness.md became staleness-rubric.md (the 8 dimensions the CLI code references) and staleness-backlog.md (open items only). I dropped fixed and verified items, including the "no App Software onboarding page" item, which is now resolved.

Moved: the repo glossary and Slack channel list moved from the root CLAUDE.md, which only loads for people developing this repo, to context/skills/ner-ask/reference.md, so members' skills can use them. It's dated, and the skills are told to verify it live. The root CLAUDE.md is now a short guide for working in this repo.

Rewritten: cli/CONTEXT.md drops the retired Claude-Desktop "Bundle/Surface" model. context/skills/README.md drops the ZIP install, which referenced a package-skills.sh that doesn't exist.

Checks: 0 broken relative links, 285 tests pass, tsc is clean, and sync:context --check passes.
