Summary

add environment options to configure Flux model and enable/disable it
initialize optional Flux pipeline when enabled
add /flux_health endpoint
cache Flux image generation
extend tests for new functionality

Testing

pytest tests/test_flux_pipeline.py -q (fails: ModuleNotFoundError for cv2 and other dependencies)
