Replaces NREL with NLR and updates Alliance name if necessary throughout the code (except in instances where NREL should stay, as in older copyright notices), and updates the Github address in the licenses to NatLabRockies.
Goes with pull requests from branches of the same name in wex, ssc, and sam-private.
Does NOT tackle the name change in the GUI, that will be handled in a separate PR after other GUI features are merged in.
