Is this pull request associated with an issue(s)?
Related to an undocumented issue, when compiling I would get errors related to std::as_const not being recognized in the files that had it. This is fixed by adding #include <utility>.

Description
Adds #include <utility> to the necessary files.

TODOs
Should be r2g after review.
