This PR creates stub interfaces for the icebergs module within SIS2 so that when SIS2 is merged into MOM6 the icebergs module does not need to be merged in as well.

This PR creates stub interfaces for the icebergs module within SIS2 so that when SIS2 is merged into MOM6 the icebergs module does not need to be merged in as well.
This is a slightly modified version of PR #225 that adds fatal error messages if the new stub routines are called, in line with comments on that previously approved PR. I would have merged in these changes directly, but the "Protected branch" status of the dev/gfdl SIS2 branch prevents this. @theresa-cordero is the de facto author of this PR.
