This PR adds a new directory under Docker that contains Dockerfiles and a script to build the SRW Application in a container using Intel OneAPI and spack-stack. The recipes will build a user-specified branch of the SRW and push the base and final images to dockerhub with a label based on the branch name. The srw directory also include several helper scripts that are built into the container so that it can be "unpacked" and run with the Rocoto workflow manager on any Tier-1 platform.
