Description

Introduce an initial design of the ecflow definition for GFSv17 cycle 00z. It will be used as baseline for NCO SPA tag up meeting.
This design establishes the baseline ecflow workflow for the 00z cycle. It is intended for the NCO SPA tag-up session to move forward with the review.

FYI @JessicaMeixner-NOAA @RuiyuSun @CatherineThomas-NOAA this is the first iteration of V17 ecflow implementation. I am going to merge this soon to facilitate conversations with the NCO SPA.
