Description

Equivalent to #4581 for the dev/gfs.v17 branch.

This PR updates the GSI hash in order to make the 2m T and q ob gross checks consistent for all dates in the build_gsinfo-fix submodule. The original PRs to adjust the gross checks were #4349 and #4357.

Passed except C96_atm3DVar_extended, which had 4 passing cycles, but 1 failed cycle. This had an atm post job gfs_atmos_prod_f339-f360 fail due to disk issues:

nid001000.cactus.wcoss2.ncep.noaa.gov 3: mkdir: cannot create directory ‘.o’nid001000.cactus.wcoss2.ncep.noaa.gov 3: : Disk quota exceeded

The forecast and all other post jobs completed successfully for this cycle.
