v17: add gempak and bufr settings to realtime yamls

Description

Adding GEMPAK and BUFRSOUNDING=YES in realtime yamls, and adding a few other variables (set to default no) for easier testing of the realtime with all output on.

How has this been tested?

We currently have been manually setting BUFR & GEMPAK to yes and having to recreate yaml, this will prevent that.
