As ngen is only configured to write continuous catchment outputs across restarts to NetCDF files and not CSV files, this PR adds a check for the
output_formatsection in the realization before a restart run is set up. If only CSV outputs are produced, the restart utility will throw an error and the run setup will fail. If both CSV and NetCDF outputs are produced, the restart utility will warn the user that the CSV output files will be incomplete for the restart run.This PR also makes minor bug fixes to the logging of the restart utility.
