This PR is to make necessary changes on the HRLDAS side to accommodate the changes in NoahMP v5.1.2 for relevant changes in WRF coupling and update link to the latest Noah-MP v5.1.2.
Key changes:
Tests are successful with MMF GW: /glade/derecho/scratch/cenlinhe/test/hrldas_test5/hrldas/run
