With these changes, "NRT" includes both "NRT" and "NRT-Streamflow" variables written by LIS in 557WW streamflow convention. The SURFACEMODEL data (in 1d tilespace) is then postprocessed by LVT and related scripts. With these changes, there are two support NRT configurations: NOAH-RAPID and NOAHMP-RAPID. Additional configurations can be added later as needed.
This allows the user to specify separate output methodologies for SURFACEMODEL and ROUTING output files. If this new option is not specified, the routing option will fall back on the existing generic "Output methodology:" option in lis.config. Updated MODEL_OUTPUT_LIS.TBL files for noah39 and noahmp401 to add HYMAP output variables.
