WMTS & GIBS Collection Integration

This adds the WMTS part of the #252 ticket. Breaking out from Stephen's branch for easier review.

I'm not sure how its added to the sidebar though? I couldn't get it to show up, what am I missing here? @stephenkilbourn ?

Because the ArcGIS section above also covers some WMT/S examples I think we could make this specific to the GIBS service...Or we could add a subpage to the ArcGIS section for these GIBS and WMT/S examples? 🤔

I can make this documentation more GIBS services specific in that case then? I'm unaware of the connection between ArcGIS and and GIBS services though so not sure where/how to add it as a subpage, I can though if thats what makes sense given some context!

I agree this page should be renamed to be GIS specific. I think it may be confusing to include this under the ArcGIS section so should probably stay stand alone

I tried to modify this a bit to make the format more similar to the other external collection indexing sections and to simplify a bit.
