chore(runtime): adopt OMP appserver 9

What changed

• pin the published t4code-17.0.5-appserver-9 runtime and exact Apple Silicon asset size/hash
• record the T4-owned host artifact cutover and bounded transcript paging in the compatibility matrix
• update release, bridge, ownership, and pagination docs to match the now-published runtime
• keep the prior integration tag available as the rollback path
