Release T4 Code 0.1.16 with appserver-4

Summary

• Pin T4 Code 0.1.16 to OMP 16.5.2 appserver-4 at commit 264958b2.
• Carry the tool-aware transcript, child-agent, image, and session-control behavior from 0.1.15 without changing app-wire.
• Update package versions, download metadata, Android versionCode expectations, release notes, and provenance checks.

Appserver-4 fixes the clean-source appserver build and makes its type check and full runtime test suite mandatory for OMP binary publication. The T4 release tag will wait for the matching OMP CI run and five public runtime binaries.
