Outcome
Promotes the exact green Omperator main line into the existing signed T4 release repository for v0.1.31. This includes the Electron/React production cutover, pinned OMP authority runtime, installed-session stabilization, RPC continuity, and the final runtime-feedback polish from wolfiesch/omperator#26.
