What this changes

  • Reframes Hub proof gates as development checkpoints rather than approval gates.
  • Makes H1-H5, recovery tooling, standard-node packaging, infrastructure spikes, and typed-event prototypes available for parallel work.
  • Explicitly permits temporary breakage, database resets, changing draft protocols, and incomplete capabilities while there are no live Hub users.
  • Treats path ownership as a coordination default instead of an exclusive write lock.
  • Keeps hard boundaries for automatic replay of uncertain commands, unfenced cross-node takeover, sensitive credentials, and unsupported reliability claims.

Allow Hub, Node, client, and infrastructure experiments to proceed in parallel while there are no live users. Keep hard boundaries only for unsafe automatic actions, sensitive access, and unsupported reliability claims.
