I propose we make the letter r a vowel. Consequently we would also have the rhotic dipthongs:
ar er ir or ur
ra re ri ro ru
This might seem like an unacceptable sacrifice of r as a more useful constant, being restricted in the same way that u and i are restricted in their use as constants, but I think there are ways to free the language of all these restrictions (e.g. #5 and #7). If we can do that, then it makes sense to allow r to also be a vowel.

It'd probably be worth having a table of the consonants and vowels somewhere, as I'm not sure how much of a difference changing a consonant to a vowel would make from a numerical perspective.
This proposal also clashes significantly with the proposal on the wiki to use rafsi as the fundamental roots.
