These changes make it easier to get a local dev instance running in Docker, by running
composer installandnpm installautomatically when you rundocker compose up, by setting the necessary environment variables indocker-compose.yamlinstead of modifying the.envfile, and by mounting the~/.npmrcfile as a secret file for the GitHub token required to install the@logicandtrick/twhl-wikicode-parserNPM package.
