Add official service status alerts

Summary

• Collect active OpenAI incidents from the official status API.
• Show a compact service-status banner in both views and hide it automatically when services recover.
• Teach the Radar Skill to include active incidents before the normal news brief.

Validation

• 234 tests passed.
• Full data generation completed with the official status endpoint.
• Desktop, classic, and 390 px mobile visual checks passed.
• All 12 uploaded files match the locally tested versions by SHA-256.
