@andrewkbradshaw this is my start at adding more text to the moments notebook. There are still several places that need help from you. Most importantly, adding some more description of your non-adaptive, Gaussian-weighted moments (both the motivation and implementation), would be very useful for users.
This can be merged, but would probably benefit from some more iteration.
