create_app documents log_cache=False as disabling log tailing, and create_application wires this from --no-log-cache, but _start_background_components unconditionally calls start_log_caching(). As a result, log caching still starts whenever scheduler or watchdog is enabled, so the CLI flag is ineffective in normal runs and users cannot actually disable that background thread.
