Summary

This PR documents the mandatory promotion and PR procedure in AGENTS.md and CLAUDE.md:

  1. Commit to a dedicated feature branch.
  2. Open a PR into dev and verify CI passes.
  3. Merge into dev.
  4. Open a PR from dev into main, verify zero private data, and merge into main.
