docs: lead with the skill install, drop the npm framing - #3

The README opened on the CLI and mentioned the agent skill two thirds of the
way down, under a heading a reader looking for an install command would not
scan to. The skill is the primary channel:
npx skills add Kaos599/jev-writer --skill jev-writer
Verified end to end against the published repo. The skills CLI clones it,
finds the skill, and copies SKILL.md plus all five reference files into the
agent's skills directory.
Also drops the npm framing. The FAQ said the package was "not yet" on npm,
which implied publishing was a pending step rather than a path this project
does not need: the skills CLI installs from the repo, and the CLI itself runs
through npx github:. publishConfig went with it.
