Closes #140

Converts build script to be Python 2 and Python 3 compatible
Uses Python 2 by default when running with ./build4mac.py
Upgrades non OS Python framework version from 3.6 to 3.7
Removes pathlib dependency and uses os.path instead
Fixes OS Python not being detected when using MacOS El Capitan
